Comprehensive Community Services: Consumer Resources
The Comprehensive Community Services (CCS) program is for people of all ages who live with either:
- A mental illness.
- A substance use disorder.
- Both a mental illness and a substance use disorder.

CCS screening process
CCS is for anyone in Wisconsin who lives in a tribal nation or county that offers CCS programming. Each tribal nation and county provider uses one of these screening tools to see if a person qualifies for CCS:
- For adults—Mental Health/AODA Functional Screen
- For kids—Functional Eligibility Screen for Children’s Long-Term Support Programs
The online screening program calculates a person’s level of need. It uses details about diagnoses, risk factors, daily living skills, and substance use. Those with the appropriate level of need based on the screen can enroll in CCS.
People in CCS go through the same screening process each year. The goal is to find out how treatment is working.
